Changes to the STAR Exemption
An Important Notice to Homeowners

The New York State budget included a provision to gradually transition the STAR exemption into a STAR check program. In short, the STAR exemption is being phased out in favor of a check “savings” program.

How Does this Change Affect Me?

If you already have Basic or Enhanced STAR, you will remain in the STAR exemption program for as long as you own and remain in that home. This means that the amount of your exemption will continue to be deducted from your assessed value before the tax bill is prepared. In other words, there is no change to you.

What if I had Basic STAR in the past and now I qualify for Enhanced STAR?

You will remain the STAR exemption program and your STAR savings will continue to be automatically deducted from your assessed value before your school tax bill is prepared. In other words, there is no change to you as long as you own and continue to remain in your home.

What if I had Enhanced STAR in the past and now have Basic STAR because I was over the income limit?

You will still remain the STAR exemption program like you always have, and your STAR savings will still be automatically deducted from your assessed value before your school tax bill is prepared. In other words, there is no change to you.

Is the amount of savings the same in each program?

Yes. Regardless of which program you’re in, the amount of school tax savings will be the same.

I already have STAR; do I get to keep it if we transfer our ownership into a trust or life estate?

Yes. Your STAR exemption process will remain unchanged and you will remain in the STAR exemption program for as long as you own and remain in your home.

If I’m in the STAR exemption program and I sell my house and buy another house, which program will I be eligible for?

In this situation, you will be moving from the STAR exemption program to the STAR check program.
