<p>To help raise awareness for her cause, the importance of early cancer detection, Ms. Behr, with the Roxbury Arts Group, helped organize a free cancer screening offered by the Cancer Services Program of Delaware, Otsego and Schoharie Counties. The screening will be held at Roxbury Arts Group’s Old Bank Building on Main Street in Roxbury, NY on Wednesday, July 13, 2012 from 9am through 3pm. The screening is free for those without insurance and is also available to those with insurance.</p>

<p>Utilizing radiation cradles as sculptural totems, Marion Behr creates poignant symbols that hearken back to the trials of her personal fight against breast cancer, the emotional journey of her time spent receiving radiation treatment, and the message of hope and regeneration that these colorful, expressive objects inspire. Each cradle is part of an intimate, highly-personal narrative told with raw candor. And though they document the whole range of emotions the artist experienced during her treatment &amp; recovery, they ultimately speak to the resilience of the human spirit.  Truly, this is an exhibition you don&#8217;t want to miss! <p>The regular meeting of the Town Board was held May 14, 2012 at 7:30 pm at the Town Hall.  Present were: Supervisor Thomas S. Hynes, Councilmen Gene Cronk, Edward Raeder, Allen Hinkley and Carol Murray, Hwy. Supt. Stephen Schuman, Atty. Kevin Young and 7 residents.</p>
<p>On motion of Allen Hinkley second by Gene Cronk the Minutes of the April meeting were approved.</p>
<p>AYES – 5 Hinkley, Cronk, Raeder, Murray, Hynes</p>
<p>NAYS – 0</p>
<p>Peg Ellsworth reported bids for the park barn repairs will be advertised this week with a walk through on May 24 and a bid opening June 8 at 2:00 pm at the Town Hall, gave an update on new grant applications, status of current grant work and discussed the Labor Day event. Repairs will be forthcoming on the park bridges and a draft comp plan is expected in June.</p>
<p>Hwy. Supt. Stephen Schuman gave an update on FEMA costs/reimbursements, stated the new truck is here, requested to sell the 2003 Chevy 3500 truck at a minimum of $10,000, updated the Board on highway work and stated the County will begin working on the closed Cty. Hwy. 8 bridge shortly with an anticipated Sept. 1 opening.</p>
<p><span style="text-decoration: underline;">RESOLUTION #23 – AUTHORIZE ADVERTISING SALE OF 2003 CHEVY TRUCK </span></p>
<p>On motion of Gene Cronk second by Edward Raeder the following resolution was offered and adopted:</p>
<p>“RESOLVED the Town Board authorizes to advertise for bids for the  sale of a 2003 Chevrolet 3500 dump truck with plow for a minimum bid  of $10,000; and</p>
<p>BE IT FURTHER RESOLVED said bid opening shall be June 11, 2012 at 2:00 pm at the Town Hall.”</p>
<p>AYES – 5 Cronk, Raeder, Hinkley, Murray, Hynes</p>
<p>NAYS – 0</p>
<p>The monthly written report of the Assessor was distributed to the Town Board.</p>
<p>Discussion took place on water meter billing for Roxbury and Grand Gorge water districts.  One year of meter reds were distributed to the Board.  Lamont Engineering has been asked to assist the Town Board in determining water rates.  Metered billing is expected to be implemented this year.</p>
<p>The Towns of Roxbury and Middletown will hold a Tire Day on June 2, 2012 8:00 am – 4:00 pm at the Roxbury Highway garage, 52508 State Hwy 30.  Conditions for acceptance:  Town of Middletown or Roxbury residents only, Transfer Station Permit required, will take tires fitting up to 17” wheels, rims must be removed, limit 10 tires per household.</p>
<p>Supv. stated that NYS Dept. of Transportation (NYSDOT) will be cutting down approximately 25-30 poor condition trees on Main Street Roxbury as part of a tree program.  Trees to be taken down are tagged.</p>
<p>On motion of Carol Murray second by Allen Hinkley the Town Clerk monthly report for April 2012 was approved in the amount of $2,038.14 (Town Clerk $813.14 and Building Permits $1,225.00).</p>

<p>On motion of Allen Hinkley second  by Edward Raeder the following resolution was offered and adopted:</p>
<p>WHEREAS, the Town Board of the Town of Roxbury adopted Local Law No. 2 of 2010, entitled Site Plan Review Law; and</p>
<p>WHEREAS, Section 3.08 entitled “Application Fees” provides that “Application fees shall be set by resolution of the Town Board separate from this law so in the event the established fees should need to be altered, this local law would not need to be amended”;</p>
<p>NOW, THEREFORE BE IT RESOLVED, in connection with the Town of Roxbury’s Site Plan Review Law, the Town Board of the Town of Roxbury does hereby set the Site Plan Application Fee in the amount of $150.00 “</p>

<p>Edward Dalski questioned the status of doing an assessment re-val.  It was stated the Town has begun the process.</p>
<p>On motion of Allen Hinkley second by Gene Cronk the Town Board, Atty. Young and Town Clerk went into Executive Session at 8:05 pm  to discuss personnel, property and contract issues.</p>
<p>Executive Session ended at 9:30 pm and returned to the regular meeting on motion of Carol Murray second by Gene Cronk.</p>
<p>It was stated that no decisions were made as a result of Executive Session.</p>

<p>The Town of Roxbury in partnership with the MARK Project is seeking bids from qualified contractors for phase 2 of the renovation/revitalization of the Kirkside Park Barns. Contractors must have certification in RRP Lead Based Paint Safe Work Practices, Workers Compensation and liability insurance ($1 million per instance and $2 million aggregate) and two references. Bid packages can be obtained by calling the MARK Project at 845-586-3500 or Roxbury Town Hall at 607-326-7641.  A project walk through is scheduled for Thursday May 24, 2012 at 4:00 pm with bids due to the Roxbury Town Clerk, PO Box 189, 53690 State Hwy 30, Roxbury, NY 12474 no later than 2:00 pm on Friday June 8, 2012.  The Town of Roxbury and the MARK Project are an equal opportunity provider and employer.</p>

<p>The Roxbury Arts Group is excited to have professional actor/director (and lawyer) Dennis Metnick conduct a 8-week course for nonprofessional actors and those who want to try it. Individually geared for those with experience and those without, we will start at the beginning based on each student’s skill and level of experience. Through the use of scenes developed by the students and scenes from plays old and new, we will begin the journey every actor must take to learn how to live in the moment on stage so the reality of acting can be fully enjoyed.</p>
<p>The class cost is $160. Class size will be 12 to 20 students, several scholarships are available.<br />

The Roxbury Arts Group is accepting submissions for our upcoming show in the Old Bank Gallery, a multi-artist exhibition with a theme that pays homage to trees and the paper medium they generate.  The exhibition will have an opening reception on Memorial Day Weekend, and will run for a minimum of two months with a closing date to be determined. There are no submission fees.</p>
<p>Guidelines:<br />
Entries must be original works featuring or inspired by trees on paper in any medium, 18” x 24” or smaller preferred, by larger works will be considered as well, if wall space allows.  All works must be framed and ready to hang.</p>

Tuesday Forum Program<br />
May 8, 1:00 p.m.<br />

<p>On Tuesday, May 8, 2012, at 1:00 p.m., at the Roxbury Library, Ashley Drum, Environmental Educator for Minekill State Park in North Blenheim, New York, will offer a presentation on making beeswax salve.</p>
<p>Regular RLA Tuesday Forum attendees will provide refreshments following Ms. Drum&#8217;s presentation.</p>
<p>The Roxbury Library Association welcomes the public to all RLA Tuesday Forum programs, activities, and gatherings, which are free of charge.</p>
<p>Located at 53742 State Highway 30, the Roxbury Library is directly opposite the town&#8217;s United Methodist Church on Main Street.</p>

<div id="_mcePaste">OPEN MEETING:  Meeting was called to order at 7:30 pm by Dave Cowan. Minutes of February 2012 were motioned for approval by Phil Zorda, seconded by Jean Stone, all in favor, motion carried.</div>
<p><span style="color: #ffffff;">.</span></p>
<div id="_mcePaste">SKETCH:  Ms. Wojciechowski on Meeker Hollow Road, Roxbury NY.</div>
<p><span style="color: #ffffff;">.</span></p>
<div id="_mcePaste">Tax Map # 177.-1-1 2 lot subdivision. Total 101.7 acres.  Needs to have a new survey map and soils test done. Motion to classify as a minor subdivision by Phil Zorda, seconded by Robert Cole, all in favor, motion carried. Public hearing to be held at next month’s meeting. Notice to be sent to nearby property owners re: application for subdivision. Ms. Wojciechowski will confer with surveyor to see if property is in the Agricultural district.</div>
<p><span style="color: #ffffff;">.</span></p>
<div id="_mcePaste">BOUNDARY LINE ADJUSTMENT:  Jim McCracken representing Gertraud Dougherty on County Route 41 Roxbury NY.  Tax Map # 179-1-1.6.  Convey 1.92 acres from 179-1-1.2 to 179-1-1.6.  Motion to approve this boundary line adjustment by Phil Zorda, seconded by Jean Stone, all in favor, motion carried. Check received in the amount of $40.00 from Mr. McCracken.</div>

<div id="_mcePaste">Nan Stolzenburg reviewed her visit with Mrs. Mattice’s local government class at the Roxbury School. The class was very receptive to her workshop on what the comprehensive plan was about and what the Town wanted to accomplish. The students are looking forward to having their concerns and visions heard.  They also said that they would like to meet with the members of the Planning Board, which we will set up a date and time soon.</div>
