2017 Consolidated Funding Application for CDBG
The Town of Roxbury will hold a Public Hearing on September 11, 2017 at 6:45 pm at the Town
Hall, 53690 State Hwy 30, Roxbury, NY. The purpose of this hearing is to receive citizen’s
comments regarding the Town’s intent to apply for up to $400,000 in financial assistance to NYS
Homes and Community Renewal via a 2017 Consolidated Funding Application under the
Community Development Block Grant program to provide housing rehabilitation and repairs for
10 low-moderate income homeowners. Any and all citizens are invited to attend this Public
Hearing. It is the policy of the Town of Roxbury not to discriminate on the basis of disability.

The Roxbury Library Association welcomes the public to the RLA’s Second
Silent Auction on Saturday, July 1, 2017, from 9:30 a.m.-2:00 p.m., during
the July 2017 Roxbury Summer Festival. The 2017 RLA Silent Auction will
feature gift certificates, antiques, collectibles, framed photographs,
framed paintings and drawings, furniture, wine and edibles, handcrafted
quilts, and vintage items, generously donated by local individuals and
area businesses. The silent auction bidding period on July 1st will be
from 9:30 a.m. to 1:30 p.m., with the bidding results announcements
scheduled for 2:00 p.m. . Roxbury Library patrons and visitors may
register for the 2017 RLA Silent Auction at the Roxbury Library
circulation desk prior to the auction or on the July 1st auction day.
The preview week for the 2017 RLA Silent Auction will be on Monday, June
26th; on Wednesday, June 28th; and on Thursday, June 29th, from 10:00 a.m.
to 5:00 p.m., at the Roxbury Library.
On the day of the July 2017 Roxbury Summer Festival, the RLA invites all
library patrons and visitors to take advantage of special and regular RLA
Thrift Shoppe sales and of the opportunities to purchase raffle tickets
for the 2017 RLA queen-size “Sunflower Splendor” Quilt, expertly
handcrafted by the Roxbury Library Quilters, and Irma Mae Griffin’s

The Town of Roxbury will hold a Public Hearing on June 12, at 7:20 PM at the Roxbury Town Hall for the purpose of hearing public comments on the Town of Roxbury’s application for a Community Development Block Grant (CDBG) for the Grand Gorge Civic Center for the 2017 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR), and will make available to eligible local governments approximately $300,000 with the principal purpose of benefiting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of the proposed grant application for repair and improvements to the Grand Gorge Civic Center. Comments on the CDBG program or proposed project will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.
The location of hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should contact Diane Pickett name at the Town of Roxbury 607 326 7641 at least one week in advance of the hearing date to allow for necessary arrangements. NOTICE TO BIDDERS
1. Sealed bids will be received by the Town of Roxbury, hereinafter referred to as the “Owner,” until 3:00 PM, Thursday, May 18, 2017, at the Town Clerk’s Office, 53690 State Highway 30, Main Street, Roxbury, NY 12474, at which time said bids will be publicly opened and read aloud for:
Denver Water District Water System Improvements Project
Contract No. 2 – Phase 1 Controls
Contract No. 3 – Wellfield Electrical
Contract No. 2 shall include all tools, labor, material and equipment necessary to: Provide radio based tank level monitoring controls and appurtenances; provide related site work and restoration. Contract No. 2 may also include the following Alternate:
Deductive Alternate No. 1 – Cost Reduction for Substitute Controls.
Contract No. 3 shall include all tools, labor, material and equipment necessary to:
Provide new secondary wiring to Wells 3 and 5, including all appurtenances; provide related site work and restoration. Contract No. 3 may also include the following Alternates:
Additive Alternate No. 1 – New Wiring to Wells 1 & 6.
Additive Alternate No. 2 – New Secondary Wiring to Well 4.
2. All bids must be made on the blank form of proposal attached hereto.
3. A bidder may withdraw any proposal submitted prior to the hour set for the closing of the bids provided the request is signed in a manner identical with the proposal being withdrawn.
4. The Owner will be responsible for payment in accordance with the terms of the contract when the work is completed.
5. The Owner is exempt from New York State sales taxes on material, supplies, and equipment to be permanently incorporated in the Work. Tax Exemption No. 15-6001121. Said taxes shall not be included in the Bid.
6. A complete set of Bidding and Contract Documents may be obtained from Lamont Engineers upon payment of a $50.00 deposit. Full deposit refund for the returned set will be made provided that the complete set of Bidding and Contract Documents (Project Manual) is returned to Lamont Engineers, postage paid and in good condition within 30 days after Bid Opening. Any sets returned after the 30-day period are non-refundable. Additional sets of Bidding and Contract Documents may be obtained upon payment of a $25.00 deposit for each set. Deposits for additional sets will be returned less the actual cost of reproduction if the complete sets are returned in good condition within the 30-day period. Requests for delivered sets of Bidding and Contract Documents will be honored overnight upon receipt of a non-refundable fee of $25.00 per set for handling and delivery.
7. Prospective bidders who obtain electronic project documents are responsible to contact Lamont Engineers, P.C. to register their contact information on the project documents distribution list for the purposes of receiving bidding Addenda and other bidding information.
8. The Contractor will be required to meet funding agency provisions as identified in Document 00823.
9. The Town Board of the Town of Roxbury reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids without explanation.
10. The existing Tank, Pumphouse, and Wellfield sites will be open for review by bidders on Tuesday, May 9, 2017 from 10:00 AM – 11:00 AM. If bidders are unable to make this time, they may try to schedule an appointment with the operator Robert Payne at (607) 326-3141 (WWTP) or (518) 231-9955 (cell).

The aforesaid project has been determined by the Town Board to be a “Type I” Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which, as proposed, the Town Board has determined will not result in any significant environmental effects.

The Roxbury Library Association has rescheduled the Tuesday, March 14th Roxbury Library Association Tuesday Forum Program. The new RLA Tuesday Forum Program date is Tuesday, March 28, 2017, at 1:00 p.m., at the Roxbury Library. The March 28th RLA Tuesday Forum will feature Manhattan Country School Farm Program Coordinator and Farm Teacher Catherine Cammer’s slide presentation on Manhattan Country School Farm.
Regular RLA Tuesday Forum attendees will provide refreshments following Ms. Cammer’s program.
The Roxbury Library Association welcomes the public to all RLA Tuesday Forum programs, activities, and gatherings, which are free of charge.
