Notice - Request for Proposal for Architectural Services
The Town of Roxbury is requesting proposal for architectural services for a space in the north barn in Kirkside to be developed as a community kitchen. The facility is located just off Main Street in the hamlet of Roxbury, behind Kirkside Retirement Home. The finished space will be approximately 1100 Square feet.
The Town of Roxbury is requesting proposal for architectural services for a space in the north barn in Kirkside to be developed as a community kitchen. The facility is located just off Main Street in the hamlet of Roxbury, behind Kirkside Retirement Home. The finished space will be approximately 1100 Square feet.
The kitchen will serve the agricultural community as well as artisan food producers The goal of the space is allow for the kitchen to be rented to farmers and food producers to start or extend their line of value added products, packaged for resale.
Firms submitting proposals should include a coordinated effort with an experienced Ag and Markets/Commercial Kitchen Planner and this should be part of the final design.
The proposal should include costs for the following elements:
1. Preliminary design and layout
2. Kitchen equipment design and placement
3. Final specs for electric needed for lighting and equipment, plumbing, heating, and all other mechanical aspects needed for any Board of Health/Ag and Markets certifications.
4. Cost estimates for the entire project including but not limited to
• construction/renovation
• interior design and layout
• equipment costs
• interior and exterior finishes
5. Bids specifications for any construction activity
For interested firms, there will be a walk through of the property on Wednesday, March 15th at 2pm.
Proposal should be submitted to the Town of Roxbury no later than Thursday April 6th at 4:00 pm. Proposals will be reviewed at the April 10th Town Board Meeting. The successful firm should be prepared to begin work immediately and have the aforementioned documents in place by July 15th 2017.

Roxbury’s Historic District plaque program that was started in 2015 with the help of M-ARK Project and the O’Connor Foundation. As of January 2017 thirty residents have ordered and installed the plaques on their home. A second round of letters will be going out to residents that are on the National Register of Historic Places that did not order the plaque.
The original letter that was sent will be sent to Lewis Wendell for update before mailing.
Roxbury Historic signs design is finished. The next step is to have them fabricated. Placement for each sign will have to be determined

LEGAL NOTICE OF ESTOPPEL
NOTICE IS HEREBY GIVEN that the resolution, a summary of which is published herewith, has been adopted by the Town Board of the Town of Roxbury, Delaware County, New York, on January 3, 2017, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which said Town is not authorized to expend money, or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution.
A summary of the aforesaid resolution is set forth below. The resolution provides as follows: that the faith and credit of the Town of Roxbury, Delaware County, New York (the “Town”), are irrevocably pledged for the payment of the principal of and interest on such obligations as the same respectively become due and payable; that an annual appropriation shall be made in each year sufficient to pay the principal of and interest on such obligations becoming due and payable in such year; that the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds authorized by such resolution including renewals of such notes, is delegated to the Supervisor; that all other matters, except as provided in such resolution relating to the serial bonds authorized, including the date, denominations, maturities and interest payment dates, within the limitations prescribed in such resolution and the manner of the execution of the same and also including the consolidation with other issues, and the authority to issue such obligations on the basis of substantially level or declining annual debt service, is delegated to and shall be determined by the Supervisor; and that this LEGAL NOTICE shall be published.

at an Estimated Maximum Cost of $1,000,000
WHEREAS, the Town Board of the Town of Roxbury, Delaware County, New York, has duly caused Lamont Engineers, engineers duly licensed in the State of New York, to prepare a Preliminary Engineering Report, dated August 31, 2016, constituting a map, plan and an estimate of cost, pursuant to Section 202‑b of the Town Law (the “Report”), relating to the increase and improvement of the facilities of the Town’s Denver Water District, consisting of various capital improvements to the facilities of the Denver Water District, including wellfield electrical improvements, pumping and treatment improvements, controls system improvements, pressure reducing valve vault replacement, water main and service replacements, hydrant and valve replacements, storage tank rehabilitation, emergency generators, and various building and site improvements all as more fully described in the Report, which Report is on file in the office of the Town Clerk where it is available for public inspection during normal business hours; and
WHEREAS, the Denver Water District is entirely contained within the Town; and
WHEREAS, the maximum amount proposed to be expended for said increase and improvement is $1,000,000, which amount shall be allocated and charged as the cost of various capital improvements to the facilities of the Denver Water District, and shall be borne by the Denver Water District; and
WHEREAS, the capital project heretofore described, based on information supplied to the Town Board, has been determined by the Town Board to be a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which will not result in any significant environmental effects; and
WHEREAS, it is now desired to call a public hearing on the question of such increase and improvement of the facilities of the Denver Water District in the manner described above, and to hear all persons interested in the subject thereof, in accordance with the provisions of Section 202‑b of the Town Law; NOW, THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Roxbury, Delaware County, New York, as follows:
Section 1. A public hearing will be held at the Roxbury Town Hall, in Roxbury, New York, in said Town, on January 3, 2017, at 7:15 o’clock P.M., Prevailing Time, on the question of the increase and improvement of the facilities of the Town’s Denver Water District, consisting of various capital improvements to the facilities of the Denver Water District, including wellfield electrical improvements, pumping and treatment improvements, controls system improvements, pressure reducing valve vault replacement, water main and service replacements, hydrant and valve replacements, storage tank rehabilitation, emergency generators and various building and site improvements, in the Town of Roxbury, Delaware County, New York, in the manner described in the preambles hereof, and to hear all persons interested in the subject thereof, concerning the same, and to take such action thereon as is required or authorized by law.

The aforesaid project has been determined by the Town Board to be a “Type II” Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which, as proposed, the Town Board has determined will not result in any significant environmental effects.
At said public hearing said Town Board will hear all persons interested in the subject matter thereof.
Section 3. The Town Clerk is hereby authorized and directed to cause a copy of this Notice of Public Hearing to be published once in the Catskill Mountain News, the official newspaper, and also to cause a copy thereof to be posted on the sign board of the Town Clerk, such publication and posting to be made not less than ten days, nor more than twenty days, before the date designated for the hearing, and shall constitute the notice required to be given under Section 202-b of the Town Law.
Section 4. This order shall take effect immediately.

Notice - Public Hearing December 17, 2016 to Consider General Project Plan MTC Cable Broadband Upgrade Capital Project
PLEASE TAKE NOTICE that the New York State Urban Development Corporation, doing business as Empire State Development (“ESD” or the “Corporation”), pursuant to Section 16(2) of the New York State Urban Development Corporation Act (Chapter 174, Section 1, Laws of 1968, as amended) (the “Act”), has adopted a General Project Plan (the “Plan”) with respect to the MTC Cable Broadband Upgrade Capital Project (the “Project”) on November 17, 2016.
LEGAL NOTICE
PLEASE TAKE NOTICE that the New York State Urban Development Corporation, doing business as Empire State Development (“ESD” or the “Corporation”), pursuant to Section 16(2) of the New York State Urban Development Corporation Act (Chapter 174, Section 1, Laws of 1968, as amended) (the “Act”), has adopted a General Project Plan (the “Plan”) with respect to the MTC Cable Broadband Upgrade Capital Project (the “Project”) on November 17, 2016. Copies of the Plan are available without charge to any person who shall make a request for the same at the office of the Corporation. The Corporation will file such Plan in the offices of the Delaware County Clerk; the Andes, Middletown and Roxbury Town Clerks; and the Margaretville and Fleischmanns Village Clerks. A copy of the Plan is also on file at the principal office of the Corporation, 633 Third Avenue, New York, New York 10017, and is available for inspection by the general public Monday through Friday, between the hours of 9:00 a.m. and 5:30 p.m.
The Project will deploy an HFC Network, which is engineered to deliver 100 Mbps residential service, as well as up to 200 Mbps business class services within the towns of Andes, Middletown, and Roxbury; Villages of Fleishmanns and Margaretville by Heart of the Catskills Communications, Inc. (d/b/a MTC Cable). This network will upgrade approximately 217-miles of facilities serving existing customers to meet New York State’s broadband service goals and objectives. Installation of 22-miles of new HFC facilities will extend broadband availability to residents not currently served by the HFC network. Total Project costs are expected to be approximately $1,749,922. ESD proposes to make a $1,224,946 grant to Heart of the Catskills Communications, Inc. (d/b/a MTC Cable) to assist in the financing of the Project.
PLEASE TAKE FURTHER NOTICE, that, in accordance with Section 16(2) of the Act, a public hearing, open to all persons, will be held by the Corporation at the Town of Roxbury- Town Hall, Conference Room, 53690 State Highway 30, Roxbury, NY 12474 on Friday, December 16, 2016 from 11:00 AM to 12:00 PM, to consider the Plan.

PLEASE TAKE NOTICE that the Annual Election of the Middletown-Hardenburgh Fire District (which includes the Village of Margaretville) will take place on Tuesday, December 13, 2016 between the hours of 6:00 PM and 9:00 PM at the Margaretville Fire Station located on 1st floor, 77 Church Street, Margaretville, NY for the purpose of electing one Commissioner for a five year term, commencing on January 1, 2017 and ending December 31, 2021.
