The Town of Roxbury is seeking applications for the position of part-time Justice Court Clerk.  Duties include, but are not limited to: ability to handle sensitive materials on a confidential basis, data processing, bookkeeping, management of court records, collecting fees, providing support to judges, reporting to New York State and knowledge of the NYS computer program system is beneficial but training will be available. On or about February 23, 2024, the Town of Roxbury will submit a request to the Office of Community Renewal for the release of CDBG funds under title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Town of Roxbury Housing Rehabilitation Program 2023 the purpose of rehabilitating substandard, owner-occupied homes within the Town of Roxbury. It is estimated that the project budget will be $600,000 including HUD grant funds and all other sources of funding.

The activities proposed are categorically excluded under HUD Regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Town of Roxbury offices, 56 Hillcrest Drive, Roxbury, NY 12474 and at the MARK Project offices, 43355 State Highway 28, Arkville, NY 12406 and may be examined or copied weekday’s 9am to 4pm.

PUBLIC COMMENTS

Any individual, group or agency may submit written comments on the ERR to the Town of Roxbury, 56 Hillcrest Drive, Roxbury, NY 12474. All comments received by February 23, 2024, will be considered by the Town of Roxbury prior to submission of a request for release of funds.

RELEASE OF FUNDS

The Town of Roxbury certifies to the Office of Community Renewal that the Town of Roxbury and Allen Hinkley in his capacity as Town Supervisor consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Office of Community Renewal’s acceptance of the certification satisfies its responsibilities under NEPA and allows the Town of Roxbury to use Program Funds.

OBJECTIONS TO RELEASE OF FUNDS

The Office of Community Renewal will accept objections to its release of funds and the Town of Roxbury’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the Town of Roxbury; (b) the Town of Roxbury has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Office of Community Renewal; or (d) another Federal Agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to: Crystal Loffler, President, at Office of Community Renewal, Hampton Plaza, 38-40 State Street, 4th Floor, Albany, NY 12207. Potential objector should contact the Office of Community Renewal to verify the actual last day of the objection period.

Pursuant to Section 103 of the General Municipal Law, the Town Board, Town of Roxbury is soliciting sealed bids for the following materials to be delivered, unless otherwise stated, to the Town Highway Building located at 52508 State Hwy. 30, Roxbury as requested by the Highway Supt.

37,000 gallons +/- Diesel Fuel/Winter Blend

The following is required: 1) must meet New York State specifications; 2) Winter Blend will be a 50/50 Blend of 50% Ultra Low Sulfur diesel and 50% Kerosene; 3) Base Prices will be based on the Journal of Commerce Daily Average Albany Posting for Ultra Low Sulfur Diesel and Kerosene dated March 1 2024; and 4) must be accompanied by a Certificate of Non-Collusion. The Town Board reserves the right to reject any and all bids. Sealed bids shall be marked “HIGHWAY FUELS” and must be received at the Town Clerk’s Office, PO Box 189, 56 Hillcrest Drive, Roxbury, NY 12474 before 2:00 pm on March 8, 2024 at which time they shall be opened.

Bids will be awarded/rejected at the Town Board Meeting to be held March 11, 2024 at 6:00 pm at the Town Hall.

Please take notice that the Town Board, Town of Roxbury, is seeking sealed bids for hauling materials from Schoharie, Middleburgh, Lexington, Davenport, Ashland and Oneonta, on a per ton basis to the NYS Rt. 30 storage area and/or the Cty. Hwy. 41 storage area located in Roxbury.

Bids must include a Certificate of Liability Insurance in the amount of $1,000,000 and a Certificate of Non-Collusion. Sealed bids shall be marked “MATERIAL HAULING”.

Sealed bids must be received at the Roxbury Town Clerk’s Office, PO Box 189, 56 Hillcrest Drive, Roxbury, NY 12474 before 2:15 pm on March 8, 2024 at which time they shall be opened. The bids will be awarded/rejected at the Regular Meeting of the Town Board to be held on March 11, 2024 at 6:00 pm at the Town Hall.
