The regular meeting of the Roxbury Historic Preservation Commission was held May 19, 2014 at 7:10 pm at the Roxbury Town Hall. Present-Lewis Wendell, Chairman, Commission Members Philip Lenihan and Nicole Haroldson. Martin Lerner called in for the first part of the meeting.

On motion of Lewis Wendell seconded by Philip Lenihan the minutes of the April 21, 2014, were approved.

Andrew Camillone discussed the work he is doing on the house located at 100 Lake Street. The Commission stated the only item that came under their review would be the chimney that would go up the right side of the house. The chimney would be constructed of 8 inches galvanized pipe and would be four feet above the roof line.

Robert Breglio, Assessor, submitted a written report to the Town Board and discussed some that included his concerns with having total access to the County’s RPS system for inputting re-val figures, requested advertising for two date collection people again this year to help with the re-val, he has sent the flood survey results book to the County to aide residents, discussed issues with preliminary flood map and possibly getting assistance from the County to help residents with costs associated with obtaining a variance on their property, a decision has been received on the NYC DEP reservoir land assessments, will work with Young & Sommer on the Verizon assessment case and expressed concerns with the State determining the assessments for phone lines in the future.

Discussion took place on the new preliminary flood maps and how they will affect property owners, variances that can be applied for with elevation survey and possibly the Town looking into grant funds to help owners with those costs.

RESOLUTION #23 – ADVERTISE FOR DATA COLLECTORS

On motion of Gene Cronk second by Edward Raeder the following resolution was offered and approved:

“RESOLVED, the Town Board approves the Town Clerk to advertise for two Data Collectors to assist in the re-valuation process with the Assessor’s Office; and

BE IT FURTHER RESOLVED, payment shall be on a contractual basis with no benefits other than reimbursement for mileage.”

Stephen Schuman, Highway Supt. reported crews working on getting roads ready for repairs, is waiting for road oil prices this year, the sign in memory of Jean Marie Collin has been ordered, his small truck is down for repairs, requested a new fax machine and the old highway garage is in need of two new overhead doors, and, after having reviewed Colonial Drive for takeover, requested permission to proceed with legal paperwork. The Board did not oppose replacing the fax machine and overhead doors.

RESOLUTION #24 – PROCEED WITH COLONIAL DRIVE TAKEOVER

On motion of Edward Raeder second by Allen Hinkley the following resolution was offered and adopted:

“RESOLVED, the Town Board approves the attorney proceed with the process to takeover Colonial Drive as a Town road.”

William Walcutt, Building Inspector expressed concerns with the Caroline Lilly property (old Reeds Hotel/Bar property) still being in a dilapidated state and requested to place a Condemned Building sign on the bar building. Quite a few months ago the contractor had attended a Board meeting to discuss the plans for the buildings but since then no work has been done. The Building Inspector was directed to contact the contractor to discuss the matter and report back to the Board who will table a decision until the next Town Board meeting.

A letter was received from the Historic Preservation Commission expressing concerns with building permits being issued to owners in the Historic District before the Commission completes their own review. The Building Inspector was directed to not issue any building permits to owners in the Historic District, if a building permit is required, until the Commission makes a decision on the work. The policy would also include building permit work falling under Site Plan Review by the Planning Board.

Carolynn Faraci, Community Resource Clerk, reported the new fire pit and heaters at the Kirkside Park buildings are in use, new locks have been installed on the building and the Historic Commission has requested the Board approve the appointment of Nicole Haroldson to fill the vacancy on the Historic Commission.

Discussion took place on Town Hall restroom renovations needed and the Civic Center water pipe repairs needed.

Lawrence Moran reported still having low water pressure at his residence in Grand Gorge after replacing water lines in his house. It was recommended since he is on a bank he may need to install an “on demand” pump.

A letter was received from Martin Menne expressing concerns with his water bill charges being high because his water line runs under the road and he must keep water running through the winter to prevent freezing. Mr. Menne requested the Shut Off valve be re-located from across the road to being on his property. The Board will look at a year of readings and discussed the possibility of pro-rating the bill.

Supv. Hynes reported the Lake St. drainage project has begun construction again. All pipes have been laid and they will now begin work on the swale. Work is expected to be completed in June.

An application has been submitted to the O’Conner Foundation for grant funds to install lights in the Roxbury Methodist Church clock tower. The application will be considered this month for decision.

A note was received from the Grand Gorge Sr. Social Club thanking the Town Board having received the $500 given the club per the 2014 Town Budget.

Councilman Allen Hinkley questioned funds being available from the Town to help in the mowing costs for the Old School Baptist Church on County Hwy 41. Supv. Hynes stated that funds were included in the 2014 Town Budget to help defray costs.

Edward Dalski referenced the new liquor store building and questioned if the Historic District regulated paint colors. It was stated the Historic District designation purposely has no regulations pertaining to building color.

On motion of Allen Hinkley second by Carol Murray the Town Board approved the monthly report of the Town Board for April 2014 in the amount of $1,046.00 (Town Clerk $251.00 and Building Permits $795.00).

Two proposals were received for renovating the second floor bathroom of the Town Hall and were as follows: Cole & Griffin $3,150 (includes plumbing & electrical) and Cammer Construction $3,200 (not including plumbing & electric).

On motion of Allen Hinkley second by Carol Murray the Town Board awarded the Town Hall bathroom renovation project to Cole & Griffin at a cost of $3,150.

Catherine Sebastian and Lenny Kislin at The Orphic Gallery

The Orphic Gallery in Roxbury, NY is pleased to announce its first exhibit for the Summer of 2014 – Images & Objects, Stories & Sounds featuring sculpture by Lenny Kislin and photographs by Catherine Sebastian.

The Orphic Gallery will celebrate Images & Objects, Stories & Sounds with an artists’ reception on Saturday, June 7, 2014, from 5-7 pm. Both Catherine Sebastian and Lenny Kislin will be in attendance this gala evening, and Lenny will give a demonstration of his sonic sculptures. The exhibit will run from May 24th through June 29th and be open to the public during the gallery’s normal business hours, Thursday through Saturday 12-5 pm, Sunday, 12-3 pm, and by appointment. The Orphic Gallery is located at the Roxbury Corner Store at 53525 State Highway 30, Roxbury, NY, at the corner of Main and Bridge Streets.

Lenny creates sculpture from antique rarities and oddities transforming them into intriguing assemblage pieces. For this exhibit, Lenny has chosen a variety of his musically inspired works, some that function as musical instruments and others that suggest evocative narratives. Catherine will exhibit a selection of music photography from her time in California and New York. She will show portraits, concert photos, and intimate behind the scenes shots including pictures of Levon Helm, Muddy Waters, Taj Mahal, John Sebastian, Pete Seeger, and Richie Havens.

Catherine Sebastian

Catherine Sebastian’s mother was a painter, which no doubt contributed to her daughter’s exceptional eye for what makes an outstanding photograph. Catherine has been taking pictures since she was a Los Angeles teenager. She studied darkroom and printing technique with the legendary teacher Kirk Kirkpatrick. “Like every other person who picks up a camera I had a lot to learn about light and shadow and how to lay them down on film. I immediately felt this was for me, the excitement of interpreting the visual world,” she said. “What I learned in those classes and exercises still informs how I think about capturing what I see. Light is the medium. It is the brush and also at the heart of emotional import.” Sebastian was a charter member of the Soho West Gallery, in the early 1970s and contributed several of her series of prints –hand-tinted double-exposures depicting Los Angeles– for a collective show.

Long know for her photographs of the musicians who were part of her life after her marriage to the Lovin’ Spoonful’s John Sebastian. A Woodstock, NY resident for decades, Sebastian produced album cover work for Levon Helm and the RCO Allstars- with Booker T, Duck Dunne, Fred Carter, Jr, Mac Rebbenack and Steve Cropper- covers for Leo Sayer, Music from Mud Acres, and Eye to Eye, a collaboration of blues greats including Pinetop Perkins, Calvin “Fuzz” Jones and Willie “Big Eyes” Smith, and, back in Los Angeles, in the early 1980’s she took iconic photographs of a number of New Wave artists including the Textones, the Plimsouls and Doug Feiger as well as for solo projects by Peter Case, Doug Jack Lee and Kathy Valentine. “I have a shot from that period — a telephone pole on Sunset, outside the Whisky, and every single photo and poster stapled on it was my work,” she remembers with a laugh.

She has had work published in The Los Angeles Times, Rolling Stone, Chronogram, ROLL, Blues Revue, LA Connection, BAM, Fine Art magazine and Trouser Press. A cover portrait of Levon Helm was recently voted by Chronogram’s reader’s their favorite cover in the twenty year history of the venerable magazine’s wonderful covers. “That honor had more than a little to do with it being Levon, as well as a great shot” says Catherine.”

Lenny Kislin

Lenny Kislin combines his eye for rarity, his razor-sharp wit and pithy sense of humor to create truly individual one-of-a-kind pieces. Limiting himself to using only the pieces he has in front of him, a veritable treasure trove of antique miscellaneous items, the artist produces three-dimensional wall sculptures and stand-alone sculptures. Kislin considers his work to be collaboration with artists from the past: “I express myself through my respect and creativity for the pieces, made by many different souls, many years ago. I pay homage to the early artisans whose work I am offering-up to new eyes,” states Kislin.

His work ranges from sardonic to irreverent. He often uses playful juxtaposition and whimsical titles, but his work is far from limited to making people laugh. Cool Cats is one of several Kislin works which takes a pointed look at the history of race relations using blackface folk art, pieces which may have been derogatory in the way they were rendered, creating fresh commentary on the past.

“I regard the hunting and choosing of material to be a primary part of my art. My palette is limited to objects I can find in my hunting,” he explains. He chooses objects that are both aesthetically and spiritually thrilling, creating fresh perspectives on the past for modern generations.

Through his childlike wonder at the power of found objects, Kislin has become a recognized and highly patronized artist. His first piece ever, titled Suicide, was made up of an 18th century carpenter’s traveler and an old bowling ball. It was purchased by the Museum of Contemporary Art in Hawaii. Alan Stillman, CEO of Smith and Wollensky Steakhouses is a prominent collector who displays the pieces across the country. Gloria Vanderbilt purchased Kislin’s art work for her personal collection and he has received innumerable “Best in Show” awards from respected art organizations. Kislin was chairman of the Woodstock Artists Association from 1996 to 2002, and has curated over 75 art shows in the Ulster County area of New York and continues to do so.

The Orphic Gallery

The Orphic Gallery opened the summer of 2012 in the artistic enclave of Roxbury, NY. The gallery exclusively exhibits art related to music including photographs, concert posters, musical instruments, portraits of musicians, souvenirs of musical events, specimens of musical technology, etc. All work exhibited at the gallery has a definite connection to the world of music, and it features exhibits based on both local music history, and musical traditions from around the USA and abroad.

The popular Drop In Art Class Series offered by the Roxbury Arts Group continues on Saturday, May 17th with a photography workshop led by artist Kevin Q. Gray.

This month’s workshop, Digital Camera: The Basics, will lead participants through all of the basic (and not so basic) functions of today’s digital cameras. Shutter speeds, apertures, ISO, file formats, lenses, filters and much more will be discussed. Gray will talk on compositional skills, making sure that what the participant envisions in their mind is what comes true through the camera lens. The workshop will include an outdoor ‘photo safari’ in Roxbury (weather permitting) and a brief discussion of photo editing software.

This workshop is best suited to those participants who own a digital SLR camera with interchangeable lenses, or an advanced point-and-shoot camera with manual shutter and aperture modes.

Workshop instructor, Kevin Q. Gray, is a fine art photographer living in Cherry Valley, NY. He has exhibited his work widely in the region, including in the Walt Meade Gallery of the Roxbury Arts Center. He has won numerous awards for his digital, film, and alternative process photography. He currently teaches photography at SUNY Oneonta.

Opening their 35th summer season of bringing the arts to the region, The Roxbury Arts Group has confirmed that this Memorial Day Weekend, Caravan of Thieves, self proclaimed gypsy-swinging-serenading-firebreathing-circus-freaks, will overtake the Roxbury Arts Center with their charismatic blend of gypsy jazz, 1930’s swing and contempoary pop. “If Django Reinhardt, the cast of Stomp and the Beatles all had a party at Tim Burton’s house, Caravan of Thieves would be the band they hired.” It all happens Saturday, May 24, 2014, 7:30 PM at the Roxbuty Arts Center, located at 5025 Vega Mountain Road in Roxbury, NY. Advance tickets for this performance are $18 for adults and $16 for students and seniors. All tickets purchased the day of the event are $23.

With the occasional banging on buckets, frying pans and hubcaps, gripping and sometimes haunting vocal harmonies and captivating stories both whimsical and bizarre, Caravan of Thieves is led by the husband and wife songwriting duo Fuzz and Carrie Sangiovanni. Rounding out this mad musical family is fierce violinist Ben Dean and double bass madman, Brian Anderson. Since joining forces in 2008, the four of them ran away from home and never looked back, inviting everyone they meet to come along with them.

It’s theatrical and humorous. It’s musical and intense. On motion of Michael Mathis seconded by Lewis Wendell the minutes of the April 5, 2014 were approved.

On motion by Michael Mathis second by Lewis Wendell have approved the demolition of the property located at 4985 Vega Mountain Road.

The Roxbury Historic Preservation Commission approved demolition for the following reasons

• The retaining wall has collapsed and needs to be rebuilt with a guardrail
• House is too close to creek and the first floor is frequently flooded
• The structural beams are rotted
• Exterior walls are bowing showing structural damage and water infiltration
• Mold is prevalent on all floors
• Balcony has to be completely reconstructed
• Chimneys have to be reconstructed
• The removal of the structure would improve the sight lines and safety of Vega Mountain Road

The Roxbury Historic Preservation Commission reviewed a letter from Stephen Schuman, Highway Supervisor Town of Roxbury pertaining to the demolition of the above mentioned property.

The Roxbury Historic Perseveration Commission has agreed that the next step has to be taken with the Building Inspector for the Town of Roxbury. Catskill Foundry will be getting back to Lewis Wendell about the Historic plaques.

Jeff Tichenor was present to discuss his application for a sign for the new Roxbury Wine and Spirits store to be located in the old bank building formerly occupied by the Roxbury Arts Group.

Application for the sign was 16’ x 2’, to be put on the front of the building.

The size of the signs in the area are:
Queens Mountain Cafe 7’ X 16”
Catskill Images 60” X 24”
Jason Maloney 2’ X 2’
Roxbury General Store 2’ X 4’

The Commission talked with Jeff Tichenor and explained that the way the sign was designed was fine but that the size was an issue. It was explained that the local historic preservation law regulates “signs pertaining to commercial properties and home businesses including size, lighting and other factors of significance to maintain compatibility with surrounding properties”. The proposed sign of 16 feet was larger than all surrounding signs with the next largest being 7 feet. The Commission suggested keeping the sign to eight feet long to which Mr. Tichenor agreed.

This would keep the sign more in line within the size of the other signs. It was suggested that the sign be made to fit symmetrically into the area of the façade where it is placed.

Lewis Wendell spoke with William Walcutt. William stated that he would notify the Commission on any, applications in the Historic District.

Mr. Wendell volunteered to follow up with the Catskill foundry to see about cost. The status of the O’Conner Foundation grant for funding of the plaques was discussed. The Commission wanted to know if they need to provide any information or if they could help Peg Ellsworth. Peg Ellsworth is going to be writing the Grant to the O’Connor Foundation.
